I will move very soon from recruitment to training.
New position and my responsibility will be to collect and analyze training needs in order to recommend appropriate training.
Does anyone have any suggestions/links to information to give me some insight on this process?

Competency Mapping helps in a big way to determine the training needs. If this mapping has been done and your employees are being measured on their competencies, you can easily sort them in the potential vs performance matrix and accordingly decide the training needs.
If this has not been done, you could start from the performance appraisal recommendations that the line manager gives you
