      It is strategically proved that “begin with the end in mind" helps to improve the effectiveness. You have well expressed it. if you could further clarify the importance of promoting and rotating internal staff in such a situation it will be much appreciated.

      Those are 2 very different things. Rotating can develop resources, increase bench strength, give individuals appreciation for job complexity, etc. Many co. often fill jobs (primarily training) by rotating individuals from the field for assignments. Promotion has different advantages. Primarily promotions serve to show career paths, knowledge drain for the company lessens, and morale is improved. Both of these strategies do have pitfalls but I feel they are far outweighed by the benefits
