Withdrawing offer after reading reference that had already been taken up...

Is this illegal, or just very unprofessional, please? (I am in the UK)
My friend and I both applied for a job and were both shortlisted. He was offered the job subject to references being read. Not taken up - they were taken up a week earlier, and had been sent in (we know this because the school admitted that they had the references on the premises, but 'HR have gone home').
When they read the reference - which they already had when they offered - they withdrew the offer.
They could, of course, have waited till the morning, read the references, then made their calls. But they didn't.
He is a wreck now, and I'm really getting disturbed that schools don't seem to be using their HR Depts. expertise, but just using them as glorified secretaries.
Can someone tell me, was this legal? Was it acceptable professional behaviour?
