    Is an employee eligible for unemployment if she requests to cut down her hours and the office is unable to accommodate the request?

    Make sure her request is in writing, signed preferably as opposed to email.

    That will offer you a boatload of protection. If she resigns when you can't accomodate her request,, get that in writing too. More protection there.
