Should any type of disciplinary action occur for the following event?

A company I have some involvement with has an HR hotline for employees to call.  A statement was made by a manager that they saw a pattern where it seemed to be the problem employees who called the property hotline and that they always seemed to quit the company shortly afterward.  It was never stated that the company had any involvement or actions in any employee’s choice to leave the company following calls made to the hotline.  It was also stated directly that the property never takes any type of retaliatory action towards anybody who calls the hotline.  The statement was that it was a pattern they were seeing from prior occurrences.  There are a few people at the company upset about the statement.  Is there anything improper in these statements that should result in disciplinary actions being taken against that manager?

A full investigation should occur to see if there is a pattern with this particular property or manager.  Retaliation takes many forms, and it could be something as simple as less communication for retaliation to be present. Employees generally feel, regardless of an anti-discrimination or anti-retaliation policy, that they will be treated differently - thus, many times they see bears behind every tree.
Being the "problem" employees or poor performers, while it could be their attempt to remove spotlight from them, if this particular property or manager seems to have the bulk of poor performance, sub-par staff, or highest turnover - those could also potentially indicate an issue with that leader and their style, communication or training abilities.  None of which would lead me immediately into thinking discipline without a full investigation to determine underlying causes.  Then perhaps it is discipline, or perhaps it is training.
