    Policies vs Guidelines

I'm wondering if there's anything new in the HR industry on having guidelines (for what you'd like to see in the workplace)vs policies that deal with what you don't want? Harassment comes to mind as an example.
The organization has little in place - also understand no legislative requirement for policies, but may be a reflection of due diligence of the organization. I'm in Canada if that makes a difference.
Thanks for any thoughts on this.
