Performance Evaluation Software.....

We're currently looking at acquiring a performance evaluation software package to help us automate and manage our current employee performance evaluation process. We've narrowed our selection down to either the 'SuccessFactors' or 'Halogen' products. Does anyone have any experience with either of these packages that they would be willing to share?
