Not getting paid for hours worked,

I have a friend who has worked for a client on a 1099 basis and she was laid off after 6 days of service. The client is offering to only pay her for 8 of the 48 hours billed because they felt she didn't qualify for the job. Neither the company nor the 2 agencies involved took the time to interview with her, it was a quick back-fill position on an urgent project. Even if the candidate did not technically qualify for the position, she drove out 50 miles each way through hard traffic to work 9-10 hours, not taking lunch or breaks. It was a very stressful time for her and now she is very hurt by the client company refusing to sign a time-card and pay her for the hours she had worked. She has emails from her boss saying she did a good job and has copies of the code which she has created.
