Moving from an Accrual PTO Sytem to a Bank System

I'm looking for some guidance on how to best transition our staff from an accrual PTO system they have been on for many years, to a PTO Bank system where they will receive their lump sum of PTO hours on their anniversary hire date. Has anyone transitioned from an accrual system to a bank system based on the employees anniversary hire date?  How did you help those who are hired in the mid to later part of the year with their PTO?
