How to negotiate an exit package

I have a question. It came to our attention yesterday that layoffs are going to happen. Our manager let us know he is getting pressure from his bosses to lay someone off. He (you can tell) is having a hard time on who to lay off.,
Kidding around a few months back I said if you were my boss would you lay me off if I asked you to. Well I'm not bringing that up again. My question is should I negotiate an exit package because I would be voluntaring to be laid off. I would want cash because it has been a hostile work place and I do have documentation. I was never mentored like I was promised and the earning cabailities have never been here.
So should I just ask to be laid off with severance or a cash payout.

Do you know you will get an exit package? Do you have a contract to work?
Don't worry too much, HR is usually the last people to go. They need you to deal will all the claims and problems that come from layoffs. Plenty of time to work on your resume and look around :)
