    how do you measure resonance?

I am often vexed by the surprising dissonance between individual goals, group goals, organisational goals, and also at times between the group goals and individual competence/capability.

Is there any process/methodology which tracks this dissonance/alignment or lack of it and helps improving it?

I believe that what you are trying to measure is what we call "metric of synergy". There is a SHRM white paper on the subject which I'll be happy to send you if you email me at jpresser@thegabrielinstitute.com. You can also download it from the site (www.thegabrielinstitute.com/recent_publications.php)
