    Hostile Working Environment

I have a question concerning a female owner within our organization that belittles and bullies a couple of employees every time those employees manager is on vacation or is gone for a day.  She does not supervise any of these employees and creates such a hostile environment that it disrupts the projects they are supposed to get done.  She doesn't say anything in a sexual context but will do anything from treating them like they are toddlers to screaming at them for no reason.  The manager of these employees is also a third owner.  I had one of these employees ask me if this is grounds for a Harassment Lawsuit.  The female owner only does this when none of the other owners are around and feels like she is on a power trip.  This is something that has been going on for about five years or more and is now to the point that all of these employees are looking to quit and find other employment because of her.  It's a shame because they are all amazing and very dedicated employees but I know I can't ask them to stay (mainly because I'm looking to leave as well).  This isn't the first time it's happened either in the last 5 years 5 employees have quit because of the way she treats them.  All of these employees were hard working and very dedicated.  The employees are afraid to have her written up for harassment because they are afraid of the repercussions that will come out of it.  Any suggestions would be great.  I should also mention that the other owner (not mentioned) is the female owners brother and their parents started this company.  Thank you in advance for any suggestions.
