    Holding a paycheck for employee refusal to provide documents

    I have a full time employee (with company for almost 9 years) who refuses to provide second identification item for I-9, we only have a D.L. He also refuses to sign Handbook Acknowledgment, even though he's received two copies of the Handbook. I recently took over HR for company and previous person didn't push him.

    Is it within my right to hold his next paycheck until he provides the information?
