I don't understand your question. To attract Africans for what? When you say "social network," do you mean a social network within or outside of HR.com? Are you looking to provide a specific set of services that only Africans would be primarily interested in? Or are you looking to specifically target your services to what you perceive to be an underserved African community and want to be able to get more bang for the buck?
