Educational Reimbursement

My company had a policy of educational reimbursement for all its employees that basically reimbursed 100% of books, fees and tuition for a successful completion of a course. An employee recently took 'advantage' of this program by enrolling in an MBA program at a private university that cost over $11,000 per quarter. This scale of expense was never anticipated when the policy was written, and therefore no cap was placed on the policy. At the beginning of the second quarter of this MBA program, the employee was informed that the company could not bear this amount of expense and the reimbursement program was being suspended pending further evaluation. The day after this employee was reimbursed for the second quarter´s fees, tuition and books, he turned in his resignation.
Does my company have any recourse? The purpose of continuing education was ultimately for the benefit of the company and the employee. The company and the employee recognized this. My company will be receiving no benefit from this educational experience.
