    Commission Pay for Support Staff??

    Is it legal in the state of Wisconsin to pay all employees on a commission basis when they do not have anything to do with Sales (i.e. laborers, support staffing, admin. assistants, etc)?  My employer posed the question today (mainly in a fit of anger) but said that if things don't change, that is the direction they are going to go.  I've never heard of someone who is not in a sales position to be paid this way.
