Arriving to work drunk

I have an employee that arrived to work drunk. The supervisor and his felllow employees reported him and he was questioned at which time he stated that he was drinking prior to work. His wife was called and he was sent home, the next day he was given a three days suspension pending outcome. The employee maual states that is is to our discretion to terminate or not and at this point the operations coordinator feels that he be terminated. This person has not been givne any other write ups and has been here for 3 years.Can we do this without any reprocussions of having to bring him back since it is stated in the handbook

I think that staff needs counselling rather than just terminating his appointment since he doesn't have such a record in his file.Give him a warning memo or letter stating clearling that any other misconduct by him might lead to the termination of his appointment.But let him have a counselling session. Thanks.
