    I am curious as to the sentiment on behalf of HR executives and managers, surrounding the notion of hiring freelancers. That is, how do you feel about freelancers? Do you hire them? If not, why? What is broken in the administration and execution of hiring a freelancer? And within your organization, who makes the decision about hiring a freelancer (is it you, as the HR executive, or someone else?) and what types of criteria do you use to garner the ability and professionalism of a potential freelancer?
     
    Along these same lines, imagine the following scenario. Assume your company has a staff of 100 employees. What percentage of this staff is currently fully-utilized - i.e., at a 40-hour, 5-day per week level? What are your current strategies for this under-utilization, if any? Would you, as their full-time employer, allow those under-utilized employees to engage in a talent exchange-type of program? Why not?
