    100% Direct Deposit Requirement

I know there are states with requirements that ETF for payroll cannot be mandated.  I also know that there are companies that do require direct deposit.  Is there a "happy medium" approach which results in all employees being on direct deposit via either a bank account or debit card?  I truly appreciate your feedback.
