HR and internal communications leaders are increasingly unhappy with their ability to tailor messages and segment audiences through their communications channels, according to Gallagher’s 2025 Employee Engagement Communications report. Employees are receiving a flood of communication from multiple stakeholders, causing them to tune out. As a result, 44% of the more than 2,000 communicators surveyed cite change fatigue as a top barrier.
Even more troubling, the report found poor leadership communication is one of the top barriers to engagement. While 87% of communicators advise leaders on messaging, only 70% say leadership implement their advice, leaving employees feeling disconnected from company strategy and culture, and overwhelmed with constant change messaging.
Despite these challenges, businesses are failing to track the impact of their internal communications—only 40% monitor employee retention, despite growing concerns about disengagement and attrition.
