I have worked in a number of different state agencies and although policies and proceedures seem to have a certain defined rules...each agency interperts them very differently. That with the addition of each rule being implemented diffently depending on the person involved makes it difficult to see a level of fairness.
For example, in one agency, an employee did not show up for work for almost 5 years. He would maybe come in at 9 and leave by 2 or come in at 10 and leave for lunch at 11:30 and never come back or not show up all. Yet his timesheet indicated 8 hours of regular time, and that was signed off by his supervisor. Surprisingly, this person was finally called on his behavior...but to everyone's surprise...he was allowed back to work and had a lawsuit against the state because the state didn't give him any work to do..so he was going crazy...and just could not come into work. He also stated that he was not told by anyone that this behavior would result in him being fired..... a crazy story for sure and there is so much more to it.....
Yet when an employee in the same agency asked to work a more flexible schedule do to some personal issues...this person could not get the hours they needed because it would mean they were not in the agency during the core hours....and was denied.
The employee that never came in or came in odd hours was never called on that.....
Further, in another agency I worked at, a person missed a day of work..never called in... and was suspended and almost fired.
I could go on....but ultimately...is there any answer on consistancy...with human nature involved...with favortism....not sure there ever could be....
