The OFCCP for FY 2012 is requesting $109 M, an increase of $3.6 M from the previous year and an additional 11 FTEs. In the budget justification for this increase in budget and headcount the OFCCP outlines the following activities:
* Regulation updates - 1) new VEVRAA regs; 2) Construction AA regs; 3) new Section 503 regs; and 4) new compensation tool
* Training and education for staff, contractor community, worker protection and community-based organizations, webinars, town hall meetings, regional eduction workshops and new online training materials
* More thorough and comprehensive compliance evaluations, including updates to the Federal Contract Compliance Manual to update these revised enforcement procedures
* IT system updates including FCCS system to electronically collect and analyze data from contractors
* Web based compensation tool to assist the agency to identify indicators of pay disparity
* Reviewing proposals to evaluate and provide recommendations on compliance evaluation processes
* Additional staff and funding for investigation into misclassification of independent contractors
The DOL conducted a webchat to discuss the agency budget and Patricia Shiu mentioned the new VEVRAA regulations and compensation tool will be released soon. Additionally the FAAP directive will be published soon and the program will be accepting and reviewing requests with a target of 50 compliance reviews in FY 2012.
