    As the city looks to trim about $2 million from its general fund budget, staff members have identified almost $1 million in savings through reductions in employee benefits. In a memo sent to employees, City Manager Bill Watkins outlined four proposals for cost-saving measures, based on feedback from an informal poll of employees, labor groups and the Employee Benefits Committee. At a cost of $6.25 billion, it is the Pension Benefit Guaranty Corp.'s second-largest amount paid out; by population, the plan is the fourth-largest the PBGC has ever assumed.     First Community Bancshares, Inc. Announces Second Quarter 2009 Results
    BLUEFIELD, Va., Jul 23, 2009 (BUSINESS WIRE) ----First Community Bancshares, Inc. (NASDAQ:FCBC) (www.fcbinc.com) today reported net income for the quarter ended June 30, 2009 of $3.47 million. Net income available to common shareholders for the second quarter was $2.89 million, or $0.23 per diluted common share.
