    Human resources (HR) professionals face multiple difficulties when striving to ensure their employers comply with U.S. laws and regulations, according to a new report released by HR.com. The two factors that make compliance most difficult are the changing interpretations and scope of legal requirements.

    This just released research report, “The HR Compliance Business Impact Report,” is based on exclusive new industry research by HR.com, in partnership with Ceridian, one of the world’s foremost human capital management technology companies. It is based on responses from 543 HR professionals. The research goals were to:
    • investigate whether HR is able to keep up with rapidly changing legislation
    • identify the areas of compliance that create the greatest costs and that are the most difficult to manage
    • learn what strategies organizations use to stay up-to-date with new mandates
    • highlight the compliance issues that have the biggest impact on workplace policies and procedures

    The study investigated which factors make it most difficult to keep up with changes to compliance-related laws, regulations and mandates. The two most commonly cited responses were 1) changing interpretations of federal and state laws, and 2) the growing scope of federal and state HR-related mandates.

    “To an outsider, it might seem as if the sheer complexity of laws and regs would be the biggest compliance challenge,” according to Debbie McGrath, Chief Instigator and CEO of HR.com. “But HR is made up of smart people who can deal with complexity if everything else stays the same. The bigger challenges stem from the fact that compliance tends to be a moving target because the interpretations of laws change over time, and the scope of legal mandates tends to grow rather than shrink.”

    How do organizations cope with change and complexity? The most common strategy is to consult with external or internal legal counsel or other specialists. In contrast, relatively few (25%) rely on human capital management technology solutions to help stay current with compliance issues.

    However, organizations that ranked themselves highest in terms of compliance comprehension were more likely to use human capital management (HCM) technology solutions to help keep up-to-date. Of the larger firms (500+ employees) claiming to be “poor” in maintaining an up-to-date understanding of compliance, only 10% use an HCM solution, whereas 36% of larger firms claiming a “high” compliance rating use an HCM solution to help them stay up-to-date.

    Human Resources (HR) professionals tend to be highly educated, but only a fraction have the experience and training needed to be true experts, according to a new report released by HR.com. The study highlights some key differences between true experts and other HR professionals.

    The research report, “The State of HR Skills and Education 2018”, is based on new industry research by HR.com, in partnership with BambooHR, a leading provider of HR technology for small and medium-sized businesses, and is now available for download. It is based on responses from 1,276 HR professionals participating in an exclusive HR.com survey. The research goals were to:
    • investigate the levels of education for today’s HR professionals
    • inquire about perceived levels of HR proficiency
    • gain insights into types and numbers of certifications
    • assess investments into HR career development
    • highlight number of years of experience
    • determine which skills are most highly associated with
    • professional success
    Results found that HR professionals tend to be highly educated. Almost 90% of respondents have a postsecondary degree and over 40% have a postgraduate degree. However, only about a quarter of respondents rate themselves as HR experts, while another 46% rate themselves as proficient.

    “It’s tough to become a true HR expert,” said Debbie McGrath, Chief Instigator and CEO of HR.com. “It typically takes at least ten years, and even then it’s not guaranteed. Experts tend to be aggressive and ambitious in keeping their skills up-to-date, getting certifications, and developing solid business skills.”

    Accomplished HR experts are much more likely than their less competent HR colleagues to attend educational HR events, get HR-related memberships and earn HR-related certifications.They are also considerably more likely to read HR-related magazines and teach others HR-related skills.

    Among the skills they develop consistently are general business skills. Only about 40% of HR professionals who rated themselves as competent (or less) saw general business skills as very important. For professionals who rate themselves as experts, however, that number leaps to 60%.

    Only 27% of respondents said their HR functions were well prepared

    Few Human Resources (HR) departments are well prepared for the future despite the fact that most HR professionals think HR will undergo a major transformation in coming years, according to a new report released by HR.com. To better prepare, HR needs to improve key skills, become more strategic, and boost employee performance rates.

    The research report, The Advancing HR Function, is based on new state of the industry research by HR.com and is now available for download. It is based on responses from 889 HR professionals participating in an exclusive HR.com survey fielded from November 2017 to January 2018. The study covers:
    • HR’s preparedness for the future
    • How successful it has been in changing its role
    • Which functional areas will be most important in the future
    • The areas where it needs to grow stronger
    • How HR technology is changing
    • How HR will look in five to ten years

    Only 27% of respondents said their HR functions were well prepared to thrive over the next three to five years, indicating most need to engage in better planning, skills development, and more.

    “HR must gear up for the future,” said Debbie McGrath, Chief Instigator and CEO of HR.com. “Just 8% of HR professionals think HR will pretty much stay the same over the next five to ten years. They know change is on its way. But not many are well prepared. One way to gear up is to address major skills gaps.”

    HR suffers especially large skills gaps in the areas of communication, leadership, and HR metrics. In the area of leadership, for example, whereas 96% view this skill as essential or important, only 54% view their HR departments as excellent or above average in this area. Things are even worse in the area of metrics. Fewer than half say their HR functions are very (12%) or fairly (36%) successful at measuring the impact of HR.

    The study also found that there are three HR functional areas that over 60% of respondents identified as critical to the near future:
    • Recruitment and selection
    • Training and development
    • Succession planning

    Today’s work is increasingly project-focused. As a result, organizations are adopting new talent management practices that shape the people being trained and managed, according to research recently conducted by HR.com in partnership with Deltek.

    The research revealed that 40% of today’s organizations engage in considerable project-focused hiring. That is, 6% or more of new employees are hired for projects or contracts. About a tenth of organizations surveyed are so project-focused that 40% or more of their new employees were hired for projects or contracts.

"In the information age, a ton of work gets done via projects. Many employees who aren’t part of the Gig Economy even tend to work like internal contractors, moving from one project to the next. Leaders have to adapt to this new way of getting work done."

    The study found, for example, that project-focused firms are more likely than other firms to:
    - Use skills repositories to enable them to better match talent with projects
    - Assign greater importance to career advancement training
    - Adopt project-based performance appraisals
    - Rely on contingent employees

    Although a fraction of organizations have had success with talent analytics, most are still struggling, according to new research conducted by HR.com in partnership with PeopleFluent. This not only represents a serious skills shortage within the (Human Resources) HR function but in other parts of the organization as well.

    The free research report, “Leveraging Talent Analytics,” is now available for download. It is based on responses from 457 HR professionals participating in an exclusive HR.com survey fielded in the fourth quarter of 2017. The study covers:
    • The impact of using talent analytics
    • The degree of talent analytics proficiency within organizations
    • Top talent analytics priorities
    • Levels of sophistication of analytics reporting
    • Analytics technologies
    The study found that only about 20% of respondents rate their organizations as good or very good at talent analytics, whereas 45% rate themselves as poor or very poor. Part of the problem is a skills deficit within HR itself, but respondents also reported that senior leaders outside of HR often lack an understanding of such analytics. Indeed, only 30% of respondents said senior leaders in their organizations were good or very good at interpreting talent analytics.

    “HR heal thyself,” said Debbie McGrath, Chief Instigator and CEO of HR.com. “This is an area where HR needs to use its own development expertise to more quickly get up to speed. At the same time, it needs to educate senior leaders about how to make sense of talent analytics so that better talent-related strategic decisions can be made at top levels of organizations.”

    Workforce planning is the component that is most essential in a talent analytics system. Almost 40% of respondents chose workforce planning as a top priority for their organization, slightly edging out analysis of employee performance and skills assessment.

    Only a fraction, however, have reached the stage of making heavy use of advanced analytics. The study found just 15% of HR professionals feel their organizations were making high or very high use of complex analytics. However, reporting efficiency is something organizations can become very good at with some training and applied focus.

    Recent human resources (HR) research signals how critical it is today for employers and HR departments to address sexual harassment prevention. Thirty-eight percent of HR professionals forecast an increase in sexual harassment complaints in the workplace over the next year, while only 7% project a decline, according to a new research report released by HR.com.

    The research report, “Sexual Harassment in the Workplace: Reigniting Today’s Dangerous Stalled Prevention Programs”, is now available for download. Based on responses from 1,223 HR professionals participating a survey fielded in January 2018, the research covers a range of topics:
    • Sexual harassment complaints over the last two years
    • Forecasts of future complaints
    • Degree of employee understanding of sexual harassment policies
    • Effectiveness of sexual harassment training
    • Projections of future training efforts
    • The degree to which employees feel safe reporting sexual harassment

    Progress in reducing incidents of sexual harassment in the workplace has stalled. Just 13% of study participants said there had been a decrease in incidents of sexual harassment over the past two years in their organization, while 15% reported an increase.

    “Organizations need to revamp the way they address sexual harassment prevention,” said Debbie McGrath, Chief Instigator and CEO of HR.com. “Training programs should focus harder on instilling desired behaviors rather than just trying to prevent illegal behaviors. The idea should be to recreate respectful environments that honestly value gender diversity.”

    The study also found that many employees lack a solid understanding of sexual harassment policies. In fact, only about a third of respondents report that the vast majority of their employees fully understand company policies.

    New research by HR.com in partnership with Skillsoft highlights today’s learning and development (L&D) trends and challenges, and provides suggestions for boosting learning effectiveness.

    Two-thirds of today’s organizations have not thoroughly embedded learning into their corporate cultures, according to new research conducted by HR.com in partnership with corporate learning technology company, Skillsoft. Based on survey responses from 722 participating HR and Training professionals, the complimentary whitepaper - Supporting the Modern Learner - is now available for download.

    The study found that just eight percent of respondents describe L&D in their organizations as excellent, while 45 percent label it as mediocre or worse. Organizations in which learning is embedded are even rarer. Only 35 percent of participants said that learning is a part of their company culture to very high or high extent.

    “Never in the history of the world has the ability to learn been more important,” said Debbie McGrath, Chief Instigator and CEO of HR.com. “Information changes daily, along with new technology in a fast-moving, global marketplace. Employees need to be able to learn quickly and on the fly if their organizations are to survive and succeed. Yet, L&D is failing to keep up with these needs in most organizations.”

    The study found that, despite massive technological changes, instructor-led training remains the most frequently used training method, followed by online courses. Relatively few organizations take advantage of the latest technologies or learning paradigms. Only about two-fifths of respondents, for example, said their organizations use mobile learning, even though smartphones and tablet computers are pervasive.

    And only about a quarter of firms say they use microlearning--that is, short bursts of learning two to five minutes in length--to help train employees. Even fewer (22 percent) personalize their learning for individuals to a high or very high extent. That is despite the fact that personalized learning is linked to higher quality L&D.

    “The results of this study support our belief that modern learners benefit most from scenario-based micro-learning offered in multiple modalities and with the same immersive experience that they have become accustomed to from consumer brands like Google, Amazon, and Netflix,” said Tara O’Sullivan, Chief Creative Officer for the Skillsoft Group. “Offering content and platforms aimed at enhancing the learning experience and making learning frictionless go hand-in-hand with making the most of employees’ precious time and create lasting change in their organizations.”
